Champion?
I currently have 4200 IP (not much I know), and I wanted to know if I should save up for a 4800 IP champion, or just get a 3150 IP champion. And which champion should I get (3150 IP)?

Save up for a 4800 IP champion tbh.
Well.....why spend it now if you're not sure?
Do some research on champs in those price ranges and see which sound good to you, if any at all.
Beyond that, why not do research on the 6300IP champs? Or buy good runes for champs you already play/are already good at.

Save up for runes.
Honestly I would save, if you have a decent pool of champs already there isn't a need to have them all. (Riot would say other wise :D) Focus on the champs you have and either get runes or if you have all the runes save for a new page. If you are really wanting a new champ try out the freebies of the week and see if you like any of those.
Save up for runes but don't buy them before level 20.
