How to get better at league of legends?

Alright so I've recently hit level 30 and I've played about 50 games of draft pick. I haven't started ranked yet.

My goal is to become very good at this game. I want to be good. Is there anyone out there that can teach me the game or give me good advice. Like I said I'm serious about getting better. I used to be kind of "toxic" but not so much anymore. I believe I have the potential to be a mechanical force in this game. I'll always look to improve my mechanics. However, I believe the thing I'm really missing is the knowledge.

What should I do and when? How do I win games? How do I carry games? How do I win if teammates are feeding? How do I become a better laner? How do I farm against a lane bully? What should I do if I'm laning against a better player? What do I do if our jungler has no presence? How do I rotate properly? These are just some of the many questions I have. I really want to learn the game and it would be great if someone could help me understand the game

My favorite roles are adc and top.

If you want to improve in league, i will tell you just play Teemo. You might think hes a gay champ and requires no skill, but I will tell you why he's good for improving in most aspects.

1- Kiting is really important if you play any ranged champs, and Teemo is the perfect kite master. His small size makes it really easy to turn back, kite, then run. Build attk speed then try it youll see why.

2- Map awareness. Playing Teemo requires lots of awareness in map due to his shroom. Shrooms are doubled as ward so it requires you to know where to ward and proper placements can get your team ahead. He is also an assasin, so he needs to know where his enemies are so he can take advantage of his passive and cheese/ asassinate them.

3- Youre also a walking ward, so you will provide, along with your shrooms, great utility for your team.

4- Hes can really help you practice your farming skill because of his auto attack dmg and will help you last hit easily.

5- Teemo is a roaming assasin which will teach you when to roam and pick up kills. He is speedy which will get you to other lanes quickly. He is very easy to get fed and if your team feeds he can easily take position as the carry, but will require very smart planning, which is a necessary skill in league.

6- He can plitpush and zone enemies effectively thanks to his shrooms and his attack speed melts turrets fast. Playing him will help you learn to take objectives.

7- His shrooms can control baron, drag, buffs.

8- He is innately squishy so he requires planning on when to fight or retreat.

9- His map awareness teach you not to "bronze chase".

Thats all I can think of. Teemo is quite simple champ but playing him can teach you quite a lot of the mechanics of the game. Although he doesnt cover all of the stuff such as skillshots, higher mechanical plays such as Vayne, playing melee champs. But you gotta also learn other champs also to get better.

Pick someone and main them. It's way easier to play when you don't need to worry about the champ, and because you have mastered them, you will be able to focus on learning the rest of the game. I made the mistake of not focusing on anyone and I am only improving in general, not in any area, whereas if i had one champ, i would be way further right now.

Play someone over and over till you have complete mastery over them, and pick the best option in certain scenarios. For example if you're playing Udyr and their jungler/mid laner collapse on you, instead of just trying to run and eventually dying, you can make it a 1 for 1

What should I do and when?

Depends entirely on your role.

How do I win games? How do I carry games?

Focus on taking objectives. A tower is worth much more than a kill. If you are getting very far ahead in lane, start roaming and ganking for other lanes.

How do I win if teammates are feeding?

Try to help them in lane if possible. If they aren't doing it deliberately, ask them to play safer and wait for ganks. Try to focus down whoever they fed.

How do I become a better laner?

Practice last-hitting and trading.

How do I farm against a lane bully? What should I do if I'm laning against a better player?

Play safe, let them push, and farm as much as you can without getting destroyed. Don't go in 1v1 unless you have a clear advantage.

What do I do if our jungler has no presence?

Play safe in lane and make sure to ward. You should be warding anyway, but make extra sure.
