-Have to do your damage and lead on her pre-6, after 6, especially if she is ahead, she is coming in for the kill. -Most Fiora's start 'W' which gives her AP and a defensive riposte. Depending on your champion, I find this a decent time to try and jump her to see how my Damage is opposed to her. Learn not to attack until the riposte wears off.
Fiora Is also seriously crippled by CC. Most of her damage comes from her insane attack speed on her active buff. She has down time inbetween so if you can lock her down and disengage after she activates it...then rengage once it'son CD you will fair better.
Also, exaust is a huge hit to her overall DPS, and having a champions specifically: equip an item with grevious wounds like morellonomicon or executioner calling...use ignite...or having somone like Kat or MF, can make boxing her a little easier. Here dueling capacity is directly linked to that super AS and thus super healing with Lifesteal. Cutting it in half can make her killable.
Speaking of AS...the debuff items like frozen heart and omen both have their place, but even an early wardens mail in top lane can cripple her early game advantage over many champs.
And finally, as someone else pointed out...thornmail late game is a must. The old trick of stacking thornmail and sunfire cape are still valid ways for tanky bruisers to help shut down that LS loop that keeps fighters of her nature going. Especially if you nerf her healing with the GW effect from one of the sources above.
Final note...watch out for crafty Fiora's who take cleanse or Quicksilver sash --> Mercurial Scimitar. They will use them to bait out your CC before cleaning you up like it wasn't there.
Fiora is very snowball heavy, so if you can beat her during lane she's not that useful. She also doesn't have any escapes aside from a short movespeed buff and jumping to your minions if they are behind her. I would recommend picking a tanky champion with targeted CC
Oh, interesting note. Her ultimate is cancelled if her target becomes invulnerable during its duration. If you pick a champion with untargetability (Maokai, Fizz, Vladimir, Shaco, Elise), you can neutralize her ultimate pretty much entirely. This can be done with Zhonya's Hourglass, Kayle ultimate, Jax's Counterstrike. Also, a lot of her damage comes from the attack speed on her E, so anyone who can CC her for the duration should be able to win trades.
Typically, I prefer taking Maokai, Cho'gath, and Irelia against her in lane. Maokai can disengage and sustain well against her and his ultimate protects him. I would recommend rushing
on him. Cho'gath will crush Fiora in trades while maxing E, he can burst her down easily, and you get tanky enough she can't actually kill you in an all-in while you sustain through any harass she does. I would usually rush
. Irelia has good mobility, sustain, and CC and she can kill squishy opponents around level 5+ pretty safely. I would recommend building Trinity Force and Ninja Tabi. For these three, I would recommend starting Doran's Shield or Cloth Armor.

That's what I thought.

lol
If her ult is on CD or pre lvl 6, E(Counter Strike) when she lungs for you, q on to her if she runs away from the stun, ignite so her passive won't heal much, activate botrk to keep up with her, and continuos w her to death :) gg wp
buy jax.
Fiora is weak pre-6, especially the first 3 levels. Do your damage then, this is essential. you need to either break even as a tank or get a kill as a heavy damage dealer.
