Your choices for top laners who costs 4800 IP are Kennen, Fifi (Fiora), Fizz, Cassiopeia, Galio, Irelia, Jarvan, Nautilus, Lee Sin, Maokai, Riven, Nocturne, Renekton, Rumble, Sejuani, Skarner, Swain, Talon, Trundle, Wukong, Vladimir, Vayne, Volibear and Yorick.
If I had to suggest one I would say Volibear is your best bet. I found his skill floor on the low side so he's pretty easy to pick up immediately. He is rewarding to play as, people underestimate his damage/tankiness and he can also fill 2 other roles: jungle and support. Jungle is probably his best role too. Probably the other ones you should consider who are also fairly simple to play as are Renekton, Trundle, Skarner, Wukong, Vladimir and Swain. Check out their kits, see which ones you like and do some research on what they're capable of doing.
