Since I seen Riot have no clue how to balance anything (even their client)
there are some straighforward suggestion, you can ignore or shit talk about whay I may say, I dont really care, that is the single way to make this game less coin flip that rank matchmaking.

If you hate items so much, then make all players to not own them, litereally a player to have 3 complete items, and another one to have barely one, and that one incomplete is not fair at all 1.1 that 1-4 gold from minion wave we all know have no real value, and it is just a way from you to say "fuck you", keep those strategy in mind tho, someday players will get sick of that passive aggresive changes and will just quit the game, not like a good part of community didn't alerdy quited or is playing the game less and less, and taking same "We will not balance the game just after half a year, and until then we just fuck it even more with placebo patches" is not the way to go. 1.2 Remove zephyr from random dragon items, trust me, almost no one wants it as a guranteed item insead of an actually good offensive/defensive item, especially its effect became easy null just by enemy moving their champions a block ahead.

Make reroll more consistent at least in late game, cause getting a champion I do not have a single copy from, over 20 reroll, and not getting a single copy of something I really need to level up is the stupidiest thing ever, and no matter how much gold you may spend, that system will just fuck you, maybe as fuck as item drop mechanic.
