Is Glacial missing a unit in its class?

I've been cruising on different team comps and I came upon Glacial, then I realized I could not find the 6th member to complete its full potential without Lux or a Frozen Mallet. Do you think there will be another addition to the set to make it so that it's achievable without the external luck of pulling a Lux or the support of a Spatula item?

I guess it was intentional that certain traits can't be unlocked without either Spatula items or without Lux. Maybe they want to encourage people to go for more classes instead of one, because in set 1 the tendency was to go for pure builds, which was hard to balance/RNG factor was bigger. And maybe to increase the competition for Lux, because Lux by herself isn't a strong unit, her Avatar trait makes her a must get usually.

A lot of them have an unreachable level, like light having a max of 9 with 6 champs.

from my understanding, they're planning to rotate out sets of champions from time to time. Therefore it makes sense that certain classes won't always be able to meet certain caps.

No. Certain traits only fill up if you have the Lux. Steel, Glacial, and Electric for example are impossible to fill without Lux, as is Crystal

Steel is similar.

I wanted to try some steel builds... But

There is only 2 units, and 3 a 4 tiers for steel. But you can find Lux. it feels really bad to even consider steel in your team.
