Anyone else noticed situations where cursed blade procs too often?

Just went up against a guy with a lucian with static shiv, cursed blade, and ranaan's hurricane-and he was reducing levels like crazy. not sure if it was just worst RNG ever, or if it's a bug that makes it proc too often (like if the ranaan's accidentally increases the base % up from 20, then adds on the 2 extra hits that also do it) but he took my gold gnar to bronze in first 3 seconds. He would at times take multiple chars down a level simultaneously which is a really slim chance. Went from me dominating him with 5 units left over (got him down to single digit health while i had 87) to me losing over and over until i died, because my whole team of golds was lucky to have anyone left at silver by 20 seconds in (and i had 6 piece shapeshifter, so whittling down my health should have taken a long time). Curious if anyone else has seen a lucian (or other champ) using a cursed blade build that seemed to proc way above 20%

RNG.. I've had it proc like mad one round and the next proc 1-2x at best.. RNG is so huge. I've played yordles and one round they will dodge like a mo fo, next round, you see no dodges..

Runaans hurricane carries on hit effects. So double the cursed blade chances.

Remember that the off target attacks from gunner bonus will have runnaans procs as well.

Meaning lucian can shoot once on gnar, proc the off shot and the runaans proc from that shot will hit gnar again, which essentially means he has double the chance to proc cursed blade. The chances will be higher if there was gunner bonus 4/6.

Probably the miracle of RNG. if had those fights too, like and CB akali out of all champs knocking my lvl 3 ahri down to lvl 0 within the first 2sec of the fight. And then you have a CB tris with guinsoos and 6 gunslinger that hardly reduces any lvl over 40sec That's the thing with RNG, the chances might not be high, but aslong as they exist at all they are bound to happen eventually.
