fighting same person back to back?

Not sure if this is a bug, or just a poorly decided design, but it's getting really common to fight the same opponent back to back, sometimes 3 times in a row. And not because of a lack of other people, this happens even with 7-8 players sometimes. How do they decide who gets matched up against each other each round?
