Question About Team Fight Tactics

I used to be a dedicated LoL player from season 1 till the end of 2015. I am thinking about trying TFT. I heard that the possibility of an item drop from neutral rounds is completely random as you can end up with 0 items while another player can get extremely lucky and vice versa. Is this still the case? By the way, I facepalmed myself while reading those posts. Seriously Riot, I left you in 2015 and you still have this state where your logic gets completely out of shape? It's like once a Rioter, always a Rioter.
