Blitzcrank is too impactful for a tier 2 unit.

It can be fun to make your opponent hook your tank when you're 1v1 but, now that Blitz is in a top build, he's everywhere. Just had three Blitzcranks before krugs. You can't play around it because there's a different Blitzcrank covering every spot on the map (you only have 3 choices max on right side, two if you wanna play left side.)

Blitzcrank single handedly steals games and makes them completely one-sided. There is no counterplay unless you are 1v1.

Blitcrank needs to target at random, or be moved to a higher tier.
