[Suggestion] Fixing Cursed Blade

I think the easiest way to fix Cursed Blade is have it be dependent on Attack Speed.

We usually see Gunslingers using it to rapidly shrink their target to level 1. If this item is intended for all units to play, I believe making its effect dependent on Attack speed is the way to go.

For example: 20% chance per 1-2 second/s or attack (whichever is lower).

This ensures that melee units can still make use of cursed blade (e.g. Volibear, Pyke, Rek'Sai) while ensuring that the item is not imbalanced yet still viable for Gunslingers / Rangers. Additionally with respect to this item, it would help create an additional mechanic around Attack Speed that players can decide for / strategize itemization and composition.

I'm not sure how it should pair with the Gunslingers buff, I believe that is a decision for the Balance Team at Riot to make however, making the effects of Cursed Blade dependent on Attack speed would I believe allow the item to exist in the game while allowing both Melee and Ranged units to use it.

Would you be happy if the item remained in the game and was balanced in this way?

Would you use Cursed Blade on a melee champion if they had the same proc-rate as Gunslingers?

No and no. They should just remove it. Bow + bow gives your unit range. Spatula + cloak let's it proc on multiple targets. The item is cancer. You shouldn't be able to turn a gold unit silver anymore than you should be able to steal gold from another player. It turns a drops a unit for the ENTIRE match. No other item comes close to this.

Another way the shrink ray could be balanced is changing its effects to a temporary shrink that could either be refreshing or maybe additive.

For example:

Proc chance: 10% T1/ 15% T2/ 20% T3 (being on the unit the item is placed on so it rewards you for upgrading the unit and is less broken on the units you spend less to invest in balancing the issue of throwing a cursed blade on early units and nuking the enemy units stats.

Duration: 3 sec T1/4 sec T2/5 sec T3 or leave it at a 2/3/4/5 second (whatever seems to level out as the most balanced amount of time which can obviously be play-tested until a good number is found) this would remove what seems to be a game-breaker style mechanic and then in addition it could also have a refresh added or allow it to be additive at a reduced amount of time as to prevent the nerf from going the whole fight even after the shrink ray unit is removed. Regardless I think the permanence of the shrink ray is one of its biggest flaws.

It also could make sense to remove the ability of gunslingers extra attacks to even proc this specific debuf allowing it to be an easier item to nerf of buff overall since you wouldn't have to worry about that extra mechanic removing all viability as an item unless its built on that specific team-comp.
