Fantasy Patch Notes
This my take on the game balance + design and what could/should happen. I've also put in some changes to better reflect champion archetypes more. (For example: Gave casters a little less attack speed, but some mana buffs)
Edit: I'm already partially too late, game has been updated to 9.18: But still: on some aspects we had similar (or the same) change in mind.

CLASSES
Pirates: New: At 6 Pirates gain: RETURN FIRE! Whenever the first Pirate dies and it's not Gangplank, Gangplank orders the ship to fire a barrage of 36 cannonballs in a 3x3 area, dealing grievous wounds for 10s and magic damage. (damage scales with player/little legend level => 25+ 5*level)
Knights: Bonus increased from 15/30/55 to 15/35/60
Elementalists: Now gain Triple Mana from basic attacks (up from double) (See champion changes)
Hextech: 2 Hextech: 1 Pulse Bomb 4 Hextech: 2 Pulse Bombs
Assassins: Now properly prioritizes backliners over midliners
Ninjas: Bonuses up from 50/70 to 60/80 (see compensations)
Blademasters: Hit chance increased from 45 to 50%
Nobles: Buffs now only apply to Nobles
Sorcerers: NEW: 3/6/9 AP Bonus: 50/100/150
Demons: Old: No longer gain extra mana on basic attack New: Demons gain 30/45/66.6% Spell vamp Innate: basic attacks now have a 50% chance to burn 15 mana
When they gained mana, demons just looked a bit too much like elementalists/sorcerers. Adding spell vamp will diversify them, but they'll keep their identity as a draining class
Guardians: Armor granted up from 35 to 50 (revert)
CHAMPIONS
Poppy: Attack speed from 0.5 to 0.55
Sejuani: Attack damage from 45 to 50
Mordekaiser: Starting mana increased from 0 to 30
=> Mini buffs to some knights... Morde's mom will be pleased.
Graves: Health increased from 450 to 500 Attack speed decreased from 0.55 to 0.5 Attack damage decreased from 55 to 50 Attack damage multiplier from 5/10/15 to 20/30/40% => Cleanup his stats: His overall DPS remains the same. These changes put emphasize on his AD scaling being better than his AS scaling => Strenghtens the slow reloading, hard hitting shotgun archetype.
Tristana: Ability damage increased from 60/90/120 to 70/110/150
Lulu: Attack speed decreased from 0.6 to 0.55 Mana cost decreased from 150 to 125
Zed, Shen, Akali: Base AD decreased by 5
Kennen: Attack damage reduced from 65 to 50 Attack speed increased from 0.65 to 0.7 Ability damage decreased from 225/450/675 to 200/425/650 Mana cost increased from 150 to 200
=> Compensations for NINJA (60/80) and elementalist (mana) buffs
Brand: Attack speed reduced from 0.6 to 0.55 Armor reduced from 25 to 20 Max bounces from 4/6/20 to 4/6/8 Starting mana reduced from 50 to 0 (elementalist) Mana cost reduced from 150 to 125
Anivia: Attack speed reduced from 0.6 to 0.55 Mana cost increased from 100 to 125 (elementalist)
Lissandra: Attack speed reduced from 0.6 to 0.55 Mana cost increased from 85 to 125 (elementalist)
Ashe: Attack damage reduced from 65 to 60 Stun duration per hex reduced from 1/1.5/2 to 1/1.25/1.5 => Shaving some power off, her (perma) stun can be quite obnoxious at times
Kindred: Attack damage increased from 60 to 70 Attack speed increased from 0.65 to 0.7 Ability duration from 4/5/6 to 3/4/5s Ability health cap now scales with AP Ability health cap reduced from 300/600/900 to 250/500/750 => Reshifting some power: Kindred being the 4 cost unit on the ranger team, actually has weakish stats, but is invaluable thanks to his/her ability => small nerf to the ability should open up a gap for a DPS stats buff
Camille: Armor increased from 30 to 35 Attack damage increased from 50 to 55 => Give her some love, she's tricky to buff, but some extra basestats could do the job
Fiora: Health increased from 400 to 500
Gangplank: Attack speed increased from 0.65 to 0.7 (=> He was a slightly overnerfed => This makes him a little more reliable at casting his spell)
Twisted Fate: Health increased from 450 to 500 Card draw speed increased by 20% Blue card mana gain increased from 20/35/50 to 30/40/50
Ahri: Health increased from 450 to 500 AS increased from 0.55 to 0.6
Katarina: Health increased from 450 to 500
Minimum health of all champions is now at 500 => Whilst the concept of lightweight glass cannons is nice... Below 500HP was just too low to allow these champions to play their game without (tank/healing) items and scale into the game. They will still have a low survivability, but they should be able to do their thing a little more often.
Evelynn: Execute damage reduced from x3/5/7 to x3/4/5 Execute threshold reduced from 65% to 55% => Makes her execute a little harder, makes MR and high health a counter to her and she also heals a little less through Gunblade
Elise: Base attack speed reduced from 0.6 to 0.55 Spiderlings at rank 3: reduced from 4 to 3 Spiderlings no longer gain Demon bonus Mana cost decreased from 100 t0 85 New: now also gains 40% bonus attack speed on transformation => Transforms slightly quicker and she also gains more bite
Morgana: Armor decreased from 30 to 20 Starting mana increased from 50 to 100 Attack speed reduced from 0.6 to 0.55 Ability damage changed from 175/300/425 to 150/300/450 => Makes her less of a tank, more of a caster
Warwick: Starting mana increased from 50 to 75 => This should allow him to feel more wolf and hunt his preys down a little faster
Rengar: Armor increased from 20 to 30 Attack speed increased from 0.6 to 0.65 Attack damage decreased from 70 to 60 Leap bonuses duration decreased from 6s to 4s
Gnar: Armor reduced from 30 to 20 Health increased from 750 to 800
Vi: Armor increased from 25 to 35
Volibear: Attack speed increased from 0.55 to 0.65 Attack damage reduced from 75 to 65 => Base single target DPS: stays about the same, but his ult will "charge" faster, allowing him to put out the voltage more often
Kassadin + Kha Zix: Attack speed increased from 0.6 to 0.65 Attack damage decreased from 55 to 50
Also Kha: Mana cost increased from 50 to 75
Cho Gath: Attack speed decreased from 0.6 to 0.55 Attack damage increased from 70 to 75 => Flavor Changes in VOID
Pantheon: Health decreased from 1000 to 900 Attack damage decreased from 80 to 75 => He's a flexible fighter/assassin/tank/caster/support/diver/hybrid which deals high dps, has burst, has AoE, has CC, deals damage over time and has anti-healing capacity. Somethings gotta give. => Cutting some peaks of his high base stats.
Aurelion Sol: Ability damage now deals Grievous wounds for 5 seconds (=> It's a dragon thing) Attack speed reduced from 0.6 to 0.55
Shyvana: Attack speed reduced from 0.7 to 0.65 => She just became slighty too strong
ITEMS
- Infinity Edge: Now also grants +5% Crit chance
- Frozen Heart: Attack speed reduction increased from 25% to 30%
- Sword of the Divine: CHANGED: After 10 seconds, gain 100% critical strike chance for the rest of combat
- Seraphs Embrace: Mana gain changed from 20 to 10 + 20% of maximum mana
- Titanic Hydra: Deals 12% of max health (up from 10)
- Hush: duration increased from 4s to 5s
GAMEPLAY/FEATURES Games go a little faster early game: Time is money! First round planning timer reduced to 3 seconds (from 10) First 2 stages waiting time between rounds reduced by 5 seconds (from 30 to 25) First 3 stages OVERTIME kicks in 5 seconds sooner
Endgame statistics: Now shows items on the champions
