They buffed a lot of stuff this patch to make a lot more builds viable.
Look at the yordles buffs, it literally counters on hit items now.
20% faster attack speed is not +0.2: it's x1.2. So 0.65 becomes 0.78 with a Recurve.
That being said, it's the extra hits that really break these items more than it is someone attacking 2.5 times per second. So the point still has some validity.
