Is a CD timer for CC not a viable option in TFT?
I was just wandering, instead of shortening the duration of the stun by .5 seconds, maybe add a timer to all the CC units, "cannot CC same unit within 20 minutes." or something similar.

Honestly RNG permastunning is pretty stupid as a concept
I know that they likely don't want to cap cc so that unit abilities which take time to go off don't end up overlapping and being useless. However, as is things are pretty dumb with glacial specifically.
If they could somehow balance glacial to where they are still affective but not seemingly broken. For instance brawlers have extra HP...why not make glacials stun limited to a CD on units, and then give them an extra booster like +small amount of dmg to frozen enemies or enemies that have been slowed or stunned.
Don’t really think it is. Given how strong items make carries and the lack of proper focus fire, lockdown needs to be very strong to keep up.
I disagree. I think a better built team with less items is stronger than a weaker built team with better items. Items are also alot harder to combine to get the correct combination you need for your build. You can substitute a warwick in a brawler pack, but you can't substitute a rage blade on a draven...if that draven is missing a rage blade, he's not going to be as affective against a whole team of heavy HP tankers.

It isn’t an either or situation. People aren’t going to build a weaker team because they get items. It is usually a better team with better items vs a good team with less items.
Not in my experience, it is usually either or. To have both the best team and the best items...I don't see that often. I do however, see that when someone has a good team going against a weaker team that has better items...they usually win. Items are a non factor when it gets to the later rounds and you have the perfect synergy and 3 star units...I can strike 100 until stage 4 through 6, with 0 items. Items has nothing to do with glacial ultimate needing a revision.

You must be an exception then. Statistically, there is no reason why you should constantly see players who get more items intentionally build weaker teams.
Getting perma stunned by a 2 Glacial team is honestly one of the worst feeling in the game.
Along side your carry getting hit by Phantom buff. EVERY. TIME.
