Ofcourse there is a rng part. But if it was only about rng, how come some players get high winrates and ranks on multiple accounts? You think they have good rng on every single account?
The way TFT ranked is set up is so that you will climb if you pound out enough games. Anyone can get lucky on re-rolls and place 4th or higher or just get shafted and finish bottom 4. I played two games the other day and got 1st and 8th.
