If you put Mage buff on Annie, is there a chance of getting two Tibbers instead of one?

Yes.
It's not too difficult just to acquire 3 Mage Hats in a match, stick them on your summoners, essentially increase the size of your team. (Yeah, Annie's the best one for this.)
all ultimates will recast if the mage buff is active with 6 mages, tibbers should mutlicast as any other ultimate

Mages + Summoners is really, really good for that reason. You can get a really absurd double ult off. It's also useful with things like Nami or Malphite ultimate.

Good question, but honestly I dont know, her skill prevent her from gaining mana after casting tibbers but i dont think it prevent her from casting multiple tibbers
