If you put Mage buff on Annie, is there a chance of getting two Tibbers instead of one?

Yes.

It's not too difficult just to acquire 3 Mage Hats in a match, stick them on your summoners, essentially increase the size of your team. (Yeah, Annie's the best one for this.)

One reason I said Annie is... there's lot's of other fun stuff can use that slot for on Zed.

If I have made Warmogs, Iceborn Gauntlet, Frozen Heart, (or) Trap Claw (or holding the components), and then I get a Witchcap, I'll still put the first ones on Zed, and give Annie the Witchcap. (I probably already gave Annie Morello first anyway...)

But what if I got a Repeating Crossbow?

Also, Mage Annie is a strategic build. I don't see people building 6 Mages / Zed... Maybe it just takes to long. Or Maybe Zed would be next, if they had a second Witchcap.

Well the most ideal would be 6 mages with 3 caps so you have zyra in there as well but yes of course with 2 i would use it on annie and zed.

all ultimates will recast if the mage buff is active with 6 mages, tibbers should mutlicast as any other ultimate

Yes, it works with all Summoners

Mages + Summoners is really, really good for that reason. You can get a really absurd double ult off. It's also useful with things like Nami or Malphite ultimate.

Good question, but honestly I dont know, her skill prevent her from gaining mana after casting tibbers but i dont think it prevent her from casting multiple tibbers
