I played it for about 2 weeks and won with >90 HP a few times, then the novelty wore off pretty quickly. Now I just see how bad the design is, the crap unpolished UI, all the amateur bugs, and the terrible, terrible balance issues.

He isn't offering solutions, he is being vague with his criticism and it sounds like what he would enjoy would not be the thing that tons and tons of people currently enjoy. What are these horrible problems you refer to? There is some balance tweeks that might still need to be done but I'd say its fairly balanced over all at this point, the confused melee champs that stand around still happens every now and then but beyond that I can't think of any "horrible problems".
