What happened to the Pirate Music and GP voice?

For me, it's gone on Black Market mode and there is no option to turn it on. It's the old lady speaking instead

Also dead. Spooky Gangplank turned out to be normal Gangplank covered in glow-in-the dark paint. He was trying to scare some children.

I haven't been able to toggle the music. In the pull down menu, it just saids "Updated" and no other options.
