Idea: Time Period before locking champions in Blind Pick, preventing Instant Lock

Riot, I'm sure you know that one of the problems in some normal games is that when people, before calling their roles, instant locked their champions. It gets VERY annoying, because usually those who do so aren't exactly the sportiest player, they'd usually be the one to start flaming when things go south, and blaming other allies for their failure. Not to mention, they look like extremely entitled and robs away a possible good team composition when they forcefully took away the position someone else wanted, instead of a civil discussion.

So, I have an idea... what if in Blind Pick, before the first 10 to 20 seconds passed, you are not allowed to lock your champions? This will give time to call on the roles.

I know there is a team builder but at times, it took forever to get a team that those who wants a quick game would go back to Blind Pick and face the risk of meeting an instant-locker.
