I understand that you don't want them to be permanent as normal que games, but why not just put them permanently in customs? legitimate question, I do actually wonder why you don't, please reply and thank you :D

Matthias91191 votesI'm pretty sure that for some of them (like All For One, maybe Hexakill) things were buggy and they'd have to put in a lot of work to support it properly even just in Customs. Also making sure that new or reworked champions don't break, or aren't ridiculously OP in the special modes.
Beyond that I don't know if they want to keep people excited for the next thing coming up or what.
I Main Swain1 votesI don't think there were any bugs, and I think there would be very few relating specifically to the game mode. also, its customs so you don't have to worry about champs being op, that's why nobody was banned in customs during their spotlights. I still think it would be a good idea.
