They were banned last year, yes. Now they have some changes tended for URF. Haven't tried out myself.
Lol as Galio I was tanking the nexus towers and they were healing me. Lol and Syndra can 1 shot anyone by getting 20 orbs into 1 ult. They only counter I found to Urf Syndra is poppy, ult someone else and that's the amount of time you spend alive before Syndra kills you
Kassdin's champ specific changes looked like a pretty heavy damper, not sure about the other two, but if they are that oppressive, ban them in your games? I seem to recall that Sona was pretty terrifying on original URF too, but with the heal changes she wasn't so bad tonight (or my opponent was bad, hard to tell).

Syndra was infact not permanently banned. If you look at the Urf winrate chart from last year you'll see she's on it while Kass and Ryze aren't.
Vel'Koz needs to be banned, because there is no way to fight against him. He can use his skills back to back without any break.
