Is it possible to randomize champion abilities?

I've been a little bored of the same champions with the same abilities for some time now. even worse, I don't really like ARAM, Dominion or TT, so it's always the same map as well! I would love to see it spiced up a little bit.

So I was wondering... is it possible to make Summoner's Rift map randomize the stats and abilities from other champions? I think it would be fun to see a Garen with Siphoning Strike, Rewind and Whimsey, apparently hitting you with his sword from Caitlyn's attack range. Throw in Vayne's ult or Nami's Tidal Wave for good measure.

There would be no clarity at all in the beginning of the game, and very little later on. Perhaps you could buy abilities in a separate tab in the shop, randomized at the beginning of the game (so you're limited to 20 q,w,e and r's instead of having to choose from the 130 of each. Having all abilities to choose from would be overwhelming for any player.)

I think it would be a lot of fun!
