Team Builder Dodge Penalty? +Another TB idea

Ignore first 2 paragraphs (see EDIT) It doesn't have to be much, but it is irritating when everyone dodges. For example, I have a full team, support joins, we all ready, support leaves us, and adc and jung leave right after.

I don't mind dodging in general, but I think it needs some restrictions, especially if its a full team Same game 15 people dodged before our leader disbanded. IN ONE GAME!!!

EDIT: After reading multiple replies, I've noticed that it would be really hard to give penalties due to certain circumstances.

Another idea of mine:

When you choose to join a group, you get a list of games you can join, this way, you can see who you want to join and it wont take 10 min. The leader can then choose to accept or deny you

If I'm a single person on team builder I don't want to start a game with raka top and nasus mid. Why should I be punished for that?

When teambuilder was first released, a rioter commented that it will take you longer to get matched if you skip a lot of teams or if you reject a lot of candidates. It's a little bit hidden but there basically is a penalty for being too picky on either side of the matching. (As I recall anyway, I didn't save a link to the comment.)

(As a side note, this why you should just search for botlane marksman and botlane support and take them instead of searching for botlane any/any and rejecting the extra supports or extra marksmen and why it takes you 20+ minutes to finish a team when you reject five extra ADCs looking for a support for your botlane. Still takes 10 minutes to find a support but, y'know, no need to double or triple the pain, or worse when people start leaving your taking-forever-to-build team. Also why you shouldn't be too picky in your teams if you're anything other than a support -- being given lower priority to be matched doesn't really hurt your queue time as support of course because they are in such high demand.)

Also I agree there are some teams with team comps that just ought to be avoided. I don't avoid all off-meta comps, but there are some where you just can't see any chance for them. If you get seriously punished for avoiding even one or two teams, you'll get stuck with seriously painful situations.
