Dominion is a teamfight-centered game mode. If you leave, your teammates are even more screwed then they are on SR because the 4v4 windmill fight turns into a 3v4 fight. The only consolation is that they're screwed for less time, since they'll quickly be 5-pointed and lose.
Rules are the same for all maps. If there's any doubt that you won't have time to play, don't queue up.

To the OP I completely agree and until Dominion gains any kind of attention this other guy is the type of person the mode attracts.
the Anarchit3cht1 voteslol its just dominion calm down. i just use that map to test out new champions. i don't care if I'm 0/12/2, i have the most points on the team. this game isn't about kills its about capping towers and you have no right to talk to me that way because i'm 1 on the team even though all the points i cap get recapped in less than 10 seconds and i get killed, meanwhile i'm leaving you short handed in team fights because i have more important things to do like cap towers. so why don't you just shut up, scrub. it's dominion. quit being a try hard.

Nothing I can do about an AFK once the game's started.

While if that player in question is actually willing to listen to your advice, then yeah, you could. But when they ignore you and are constantly running around back capping points, there isn't much you can do unless you manage to win an underhanded fight.
The fact of the matter is sadly enough, however, that unless Dominion becomes more popular, this is going to ever be a problem.
