Who is blind pick catered to?

I feel like Teambuilder is blind pick, just non-toxic. The last 8 games that I played blind pick (maybe over 5 months) was full of toxic people, afkers, and ragers. Not one game was free of some sort of issue. So what is the point of blind pick? Why doesn't Riot just remove it and make Teambuilder the only option? I feel like it would make teambuilder much faster, seeing as many people in blind pick prefer jungle and adc, while teambuilder favors top and mid. The only issue I see arising is the lack of support. Other than that, what's the problems?

From what I've seen, blind pick appears to be mostly people who want to spam "top" or "mid" upon entering the lobby, followed by bickering. Basically the overflow pool from low-demand TB roles.

I feel like it is a place for impatient people. People who would rather a quick game to an enjoyable one.

As far as non-ranked 5s gameplay goes I see it as this

Blind- Lower level and Elo, still learning basic strategy and teamwork skills Teambuilder- Lower to Mid elo looking to practice something specific Draft- (hopefully)Mid to High elo, where the game actually starts

Though some people at pretty much all levels of gameplay are still immature and will cost you the game
