Elo Hell mode

So with the Joke of nurf and the reintroduction of urf I was thinking about game mode that mimics the claim that elo hell exists. It would be a 5v5 mode on the Rift with a couple features

• potential for the game to disconnect a teammate for 5 minutes(there would be a notification for the reason)
• 0.5 sec delay on everything (lag)?
• purposely horrible matchmaking (which would then be balanced with additional detriments to the unfair team) -disables wards
• disables chat?
• If draft could randomly ban champions

Edit 1. -any person with smite gets reported for no ganks, no matter what (doesn't send a report)
