If you were Riot what would you do to make Normals not "Just Normals?" to make people care more about winning and less about goofing off. While still making it so it doesn't feel like as big a deal as ranked.

I think they should increase the ip you get for winning to do this or lowering the losing ip

They should make a ranking system that doesn't count towards anything but shows if you're good or not. This could also solve the matchmaking issue with people in gold and platinum facing bronze V on normals.

Put a visible MMR number. That'll make them care real quick. But don't chop it up into divisions. Just a number. You could even make it so that number holds particular weight when queueing up for your provisionals so you don't have to worry about playing with/against awful players that are freshly level 30.
Just make a mode called No-Meta where people can just play however they want to test builds and random stuff like adc veigar etc... or whatever because everyone in that mode would know it's not to be taken too seriously
Only reasons why normals don't really matter is because there are other official game modes that actually carry weight. Therefore normals are worthless by comparison. For normals to mean something they'd have to not be the easy of FOUR rift modes to enter. If people are going to troll they will go to the queue with the lowest timer...blind normals.
Normal blind pick is meant to be deathmatch-goof-fest-pubstomping-slaughtering-ground, if you want an actual normal game there is Draft for you.
Stop enforcing meta in a champ selection that is only 1 min long or so, it's highly absurd and does nothing to help the game because you already have Teambuilder, Draft or even Ranked if you are looking for any kind of organisation.
It's like going into team deathmatch expecting idk capture the flag, you might as well play the mode you want instead it's not like you don't have the option. While on OCE, we're still waiting for our Draft mode.
I'd make some sort of draft mode to simulate a sort of "practice" ranked match.
And when that wasn't good enough, I'd create a mode where people can choose which champions and roles they'll accept as allies on their team.
You say that like ranked is serious business, but really people don't care about ranked until diamond+ either. It's all about where you are on the elo ladder. This happens in every mode.
