Punishment For Leaving During Champ Select

It's taking 30 minutes to form a game because whiny people leave during champ select if their champ isn't selected. Please increase punishment for One-for-all game mode if you leave during champ select.

Yes. Customs need a dodge penalty just as much as any queue.
