Want to fix the game's staleness? Custom Modes

Since everyone has some sort of opinion on what should be changed about the game, and a lot of people are tired of the current meta, let's have a game editor. If you want to make your own version of League to play in a custom game, you'll have access to screens and screens of settings and numbers you can change, including champion stats, gold rewards, jungle spawns, champion starting level and gold, what champions are disabled, all the numbers that can be tweaked from a menu. Then you can play custom games in your alternate map and see what sort of weird meta emerges.

Now, the obvious problem with this is that there will probably be a lot more maps than there will be people who want to play someone else's map. First, gate this by making map creation cost IP. Second, add a queue for other people's maps, for players who want to experiment and play in some random alternate mode. The lobby could be like Teambuilder's, where the players get a chance to read a summary of what's different about this given map, then choose a champion, then either ready or requeue.

Now, to really try out new metas, every week Riot could take a handful of maps chosen by some criteria (although regardless of what that criteria is, it'll probably end up being a mode from a pro stream) and making them featured game modes for the week. Featured game mode with only AP champs whose cooldowns are 3x as high as usual? Featured game mode with crit damage nerfed into the ground? Featured game mode where the jungle is too intimidating to deal with without upgraded machete, which is buffed accordingly? Featured game mode where seige minions have 10k AD and 0.1 AS? Featured game mode where everyone starts at level 18 with no gold? Featured game mode with all sorts of nerfs and buffs that are sincerely meant to balance the game but end up hilariously exploitable? We would actually get tons of people trying to figure out a meta for these, and then a new batch every week (with popular old modes still accessible by searching or something).
