Champion Masteries are already a complete bullshit statistic. You can hit the max rank even if you're awful, it'll just take longer.

Riot could just link it to Dominion's awful Personal Score system.

Is it an at all accurate measure of skill?

Hell no.

But at least it's not flagrant neglect.
