Are the champions of League allowed to live in Runeterra freely?
just a quick question, is it normal to see a sassy ass space dragon flying around runeterra?
if so, do they carry their grudges outside? does 
still try to hunt 
for her mother?

There are no "Champions of League" because the "League" is not canon in the lore anymore, no summoners or anything like that. All the characters that the player uses in game are people, creatures, robots, leyends or monsters from Runeterra or beyond. The title of "Champion" is just used for gameplay purpouses and no one in Runeterra calls them like that, some of the champions are just normal people doing their jobs. Nothing in game happens in the fictional world of Runeterra.
So.... yeah, they all live in Runeterra freely... unless they are undead, because they dont "live"... or Aurelion, because he is not free... but you get the idea.
PS: Right now, Miss Fortune (and almost everyone in Bilgewater) thinks that Gangplank is dead.
the league of legends was retconned and no longer exist in the lore.
