Noxus has plenty of badass champions. is the biggest badass in the game.
meanwhile shadow isles has all the awesome things like ghosts of vengence an evil centaur a giant suit of metal armor yorick, or you have shurima that has what 4 people that are essentially god/demigods, freljord with all of their champs feeling really powerful to play, or void with some epic alien monsters. oh and basically everyone on noxus
