How much actually changed to make the Harrowing Wukong skin 1350 RP?

Why Wukong? For most 1350 champions, a lot of things are changed and you get all these awesome new particles, etc. Zyra, while the champion model has something to be desired, still got sweet zombies and other spooky new additions. Lulu's Dragon Tamer skin has a completely new Pix with it's separate animations and other particles (although the attacks coming from Pix not being fiery was disappointing). What I'm trying to get at, most of the recent 1350RP skins shows off a fair bit of new additions. This one gives him a new recall animation...

But Wukong has like nothing to work with. Asides from his Decoy, is there much about his kit that really lends to a skin worth that much? What makes this a 1350 RP skin? Heck, Wukong's animations were always pretty outdated, this could have better been served being a VU for Wukong instead.

I mean in the end it makes little difference for me considering Wukong's pretty unplayable for me. A little too situational.
