I do not think that it is a new champ, because we JUST got Ekko. Maybe a Nautilus new legendary skin ? Fizz ? It sounds kinda like its underwater so I think that it is water related. Gp rework teaser ? Or just some random randomness that Riot added to the rift ?
A new champ most likely. Someone on reddit mentioned a part of the patch notes that was kinda weird:

It pretty much references the laugh, and it got me thinking the laugh reminded me, in concept at least, of a siren, despite the laugh sounding male. And then i was like WAIT. We have an entire species of siren like creatures don't we?! DON'T WE?!
And so then I was like "I wonder if the new champion will be a male Marai."
And that's where I'm at right now.

it's either a new champion, or it's just something riot added for fun along with the other creatures and stuff they added. Last time they did something like this to the SR, we got Bard.
Most likely a new champ. Sounds a lot like a davy jones like guy.
Some people speculate it could also be connected to the gangplank rework,but I doubt that said rework is so big that it needs its own teaser.
Probably GP rework as there are 3 new items on the PBE that say "Only Gangplank can buy this item"
As for Ekko being still too new: Remember that they push out champs when they are ready. Sometimes a champ takes more time,sometimes he takes less.
Just look at the champ releases last year
took ~3 months
~2 and a half
~3 months again
but 
~1 month
~2
~1 again.
And ekko is already out for a few weeks,so if the next champ came already in the next patch,then that wouldn't be so out of place considering that we got 2 champs who came out one month after the champ before them.
Maybe its a Bilgewater event teaser ? I mean we are getting a GP rework, and a Miss Update. So maybe its like last year with Azir: A new champ comes out, along with reworks ( GP and Miss this year, Cassie last year) and lore updates to all champs from that state.
The Laugh is rather interesting, and I would Be disappointed if it ISN'T a new champ, Something like this Shouldn't be wasted on a skin.

I wonder if it MIGHT be a new champ. When Gnar and Azir came out, it was basically back to back, so it might be a similar situation here with Ekko and the next champ.
Alternatively, maybe it has something to do with GP...? It's very strange, regardless.
