Not for his gameplay, that is in a good spot. I am talking about his visuals, voice, and story.
Remember old Sion? He was basically a parody of Arnold Schwarzenegger with some bad zombie puns thrown in there.
Shaco is a similar case, except he is a parody of the Joker, with a bunch of corny magician/clown jokes.
His model is old, his lore pretty much says that we don't know anything about him, and he has only a few more lines than Alistar.
Riot are currently staying away from 'pure VUs' (e.g: Karthus, Twitch), because they have recently found that there's more value in updating the visuals of champs with gameplay updates in development- So it's safe to say that until Shaco's slotted for a Sion-level update (They probably won't start working on him before late 2016), he's not getting any major Visuals changes, unless maybe, just MAYBE, he'll participate in some lore event. But I can't see that happening in the near future as well. :P
He only needs bug fixes.
