Known individuals who were in the middle of the war at some point:
Active during the invasion, but she didn't do anything to affect the war beyond eating some Noxian's memories for her own interests.
Confirmed in "Blood of Noxus", he was a participant in the war.
Similarly to Darius, he was shown in Ionia during the war in the same comic.
Current lore has her being a part of the Noxian invasion and I don't see that changing with her VGU.
Same situation as Irelia.
Brought in by Noxus, turned by Zed. He was super young at the time; a child soldier.
A weird one but considering Kindred are death, yes they would have participated. Omnipresence gives you the ability to do that.
He's talked about the invasion with Skaarl, he's been a part of every Noxian campaign, and in "Paint the Town", is almost certainly the yordle referenced as being used by Noxus during the invasion.

I actually don't recall if it's confirmed, but the war would assuredly have drawn his attention at least. Whether he actually fought Noxus directly I dunno.
"Engineering the Nightmare" confirms he was still enlisted by Noxus to participate in the war.

She's a bit murky cuz her role in the Kinkou would ordain that she participate, but I always figured she was among the youngest champions, maybe 19 years old. The invasion was still a few years ago though, and I don't expect Ionia to force children to fight.
As an assassin she'd have use in the war, but who knows really with her. I'd say it's likely she participated though. Why wouldn't she?
Doesn't feel like the type to get involved, but if Ionia's got some magical relics of importance then why not? She trusts Elise enough to be willing to trade the lives of her subordinates for such relics, though in this case she might get others to do that work.
Current canon for Lee's a bit messy, but I'd still say he participated. Nothing's confirmed though.
Time frame for Sona's bio is messy at the moment, and her current state as an Ionia's also dubious. If she's still Ionian by birth, then I imagine she was affected by the war.
She's been moved to Mount Targon with her new bio, so whether news of the war reached her there for her to then go and help Ionia is a bit of a mystery.
Timeframe's a bit tricky. She was sent over by Noxus, but the timeframe for when the invasion actually ended relative to when she met Noxus is a bit unclear.Definite no's:

Bard's snatched relics from the grasp of Noxians in Ionia before, but it was before the invasion as far as we know. Might he have needed to jump in again?
I mean a large scale continental invasion's gonna attract a demon who loves pain and torment right?
He did attack one of the Order of the Shadow's temples, might it have been during the war? Exploiting the fact Ionia's busy in other areas?
We don't know where Ivern is or was during the war, but given I don't exactly know how he's supposed to leave Ionia after becoming Mr. Bramblefoot, he might still be there. Plus I can't imagine Noxus's rampage would've done nature any good, which might have drawn his attention and concern.
We don't know what his life was like before meeting Xayah beyond just dancing and singing with humans, so he might've seen what it was like in war-torn Ionia.
If Ionia's got a World Rune in hiding Ryze might've had to pop up to make sure Noxians didn't find it. I wouldn't trust Noxus with World Runes I'll tell you what.

The war might've been the thing that made him crawl down from the Shimon's village, given how vague his bio is about it, or rather the final straw that got him to take the leap, so to speak.All I can bring to mind atm, but feel free to add more or correct me if I missed something.
Not sure about Kennen in the new lore.
