Make Pantheon Targonian

Pantheon is long due for a VGU. THe recently released map of RUneterra makes me itch to get all old champs intergrated into the now established universe.

Pantheon still looks like someone threw in a spartan soldier in the game, there is nothing on his visuals or VO that ties him to the world. When Targon had a lore update in 2016, Pantheon to got a new backstory. It is actually a pretty good backstory even though it was just thrown in togheter with the other targonian champions updates. It would be really fascinating to see HOW the Aspect of War would visualize itself and maybe give Atreus some of that cool Rakkoran armor.

Pantheon is such a sore eye atm and yes I know he is not alone in needing an update but I feel like Riot should have more bones to put meat on now that they have these cultures and factions established.
