Magic might just imbue things with awareness and mobility because maaagic rather than a system of interrelated organisms/cells/organelles creating chemicals like amino acids, proteins and enzymes, which is the scientific definition of life. Or in other words, the Vastayan can be robots imitating all the visible, psychological and practical capabilities of a human.

Obviously they're not human, but they're stated as being directly related to humans through cross-breeding with their ancestors. So yes, I think it's pretty safe to say the Vastaya are alive, and even if they were just "maaagic" I still don't think you can say they aren't living beings.
Reminder that this is league of legends, where you can be considered alive if you're a tree man. I'd say they count as living beings.
Also, just because they use magic instead of water doesn't mean they're not "living." As Declareas said below, you're limiting your thinking to just things on earth, instead of thinking about how other species might work.
In addition, we have no actual confirmation that they don't have things like cells and amino acids. Remember that we have water yet still have those things. Who's to say that the Vastaya don't just have magic doing the same thing as water to us and still having cells and amino acids and all that stuff?
