What is the fate of the champions that need a VU but have somewhat solid kits ?

Are they just going to rot and wait until their kit´s become outdated as well , making them a meme champion (Like old WW or old Yorick) and then waiting another 2-3 years to get addressed ? It´s the main reason why I was sad when Riot stopped making VU´s and only makes full VGU´s. : Probably the worst offender. Has a sad looking in game model , but is far far away from getting a full VGU , since his kit is quite solid , and has suffered only minor changes over the years :Mister Eggplant man. He is one that I belive needs a full VGU , however every time riot brings up champions that need it , he is never on the list. Obviously at some point in time , he will get one , but only after all the more serious offenders are taken care of , even though I consider him to be in the same level as , who is stated to be a major offender to riot and has been confirmed to be on the full VGU list. : Doritos hand is all I have to say here.
