Again, there is a new karma skin on the PBE, yet there are a lot of champions like Viktor, who are fairly popular, yet get absolutely no love regarding skins.
esports skins aren't counted to the skin-production schedule,so if a champ gets a new esport skin,they might get a regular one shortly after that(or before that).Thats why Ahri for example got academy ahri and challenger in the same year.
And tbh,Karma isn't a champ that gets too many skins,so I am ok with her getting 2 skins so close to each other(and is conqueror going to be legacy?If yes,then she got 2 legacy skins close together).
Though of course that doesn't mean that certain champs don't need a new skin 
etc.
that's how riot works, they have prefered champions, like gnar and ahri who receive a skin every 6 months too
