So is the Viktor bug going to be fixed finally?

Viktor has a bug where his chaos storm immediately disappears after dying. It has been this way since patch 7.2, or 7.1, but there weren't any documented changes on Viktor, so it has to be a bug. It's extremely annoying and crippling bug in a scenario where you get ganked, or go in a tight 1v1 fight and enemy survives with low hp.
