Hey, let's remove all of the intrigue that should be the focus of the League of Legends storyline and let's look at Bard.
What does he add that The IOW didn't add? What does he take away that the IOW didn't take away?
In short, why is Bard being in the game better than the Institute of War being in the game?

Because Bard resolves all conflict and turns powerful heroes into basically pointless playthings. Oh wait, that was the IoW, which also had the added benefit of most champions having little to no reason to join.
Bard has meeps. When the IoW gets meeps, THEN we'll talk.
The Institute was there to keep the peace and prevent world destroying magics from being used again by way of diplomacy and consolidation of power.
Bard is there to prevent the use of ancient artifacts that could destroy the world by way of running in and taking them away.
Yeah, I can see the resemblance. If I thought the addition of Bard was why the Institute was removed I would be a bit pissed too, but according to the Q&A he was probably just starting to be thought about by his initial creator after the removal of the Institute was decided.
