For a while we were seeing constant releases of themed sets, but after november we've only been seeing releases of one or two skins at a time. Right now we're looking at 2 skins from 8.7, 1 skin in 8.8, and then one skin again for the 8.9 patch. What's up with that? I'd love to grab some skins for my mains but there's just nothing new to buy.
I'm kinda surprised by this too. They said they want to focus more on champs that haven't gotten a skin for a long time now and that is definetly noticeable,however it seems weird to me that this is seemingly slowing down the skin production so much.
But there is one other thing that might be responsible for this:
They are now trying to make more VGUs this year than they did in the last one.We already had 2 full VGUs this year,2 others are already confirmed to come afterwards(
and most likely 
),Aatrox also gets an almost complete VGU and I think 2 rioters confirmed that they are also working on VGUs that aren't related to the previous projects(speculated by a lot of people to be 
& 
),which would mean that we'd get 5 or 6 full VGUs+ the Aatrox one this year alone(and possibly even more,the aatrox team might tackle another champ afterwards).
So they might have pulled some people from the skinteam to update the skins of these outdated champions.

they are likely doing this because they have 2 major skin lines coming soon: Pool Party and SSG skins so i'm guessing they are slowing down the quantity of skins until those events arrive
There haven't been much innovative skins lately honestly. Just expanding upon older skinlines. I wouldn't be surprised if they are starting to get aimless. And even still, It's very lackluster compared to what used to be 5-6 skins in the next pbe patch.
