Actually not sure. Maybe? It's a weird situation. I'd guess that Zaun just falls in to the umbrella of the independent state known as Piltover.

Balkans. Serbian to be precise. His story is simillar to the one of Nikola Tesla. Stanwick stole Viktors work. Edison stole Teslas work.

Viktor's own abilities took inspiration from Tesla's work that were never truly realised like: The Death Ray, gravity device, magnetic shielding, and ionic storms.

The serbian version of the name Victor is Виктор (Viktor).
