Sure, she's Noxian, but she was instrumental both in releasing Renekton and Xerath (due to her hiring Sivir & Co.) and reviving Azir (she was the one who injured Sivir).
Amumu and Skarner get lore pages, but not Cassiopeia?
The majority of her lore is from Noxus, both before and after her accident.
Amumu and Skarner are both from Shurima, and inhabit that locale currently
Cassie's a plot device for the Shuriman story, not a primary character for it.
It's the same reason why Brand doesn't have a page despite being the reason why Nasus and Renekton couldn't save Shurima from its destruction.
I don't mind them leaving Cass out if they can give her a proper lore update in a Noxus event (whenever that is). I would love to see an interaction with her sister, Katarina, after she turned into a snake.
I think they want these pages to be something permanent and probably will do one of these for each nation. Cassiopeia is likely gonna be on the noxus-page.
Jaredan addressed this in the Shurima Q&A, Cass was involved in the events of Azir's resurrection, but she's very firmly Noxian, and most of her story is located there. Same for a couple other champs with minor roles. (Like Ezreal, IIRC?)

I wonder why Malzahar and Kassadin don't have a page. Yes, they are Void champions, but they're from Shurima, right? And Icathia is in Shurima.
