Personally I'd argue Leona is now more of a Paragon of Targon than Pantheon is. Though he definitely was for the old lore.

From what I remember Ashe is supposed to be unique for trying to make Freljord united. Liss is an ancient evil. But Sejuana is just another clan lord so I'd give her the paragon medal.

Bilgewater is equally MF and GP. They're the pirate and the pirate hunter.

I associate Piltover with Cait the most, don't know if she is a paragon though.
