They are not romance relationship. They are just competitors and comrades but people like to fantasizing and twisting those relastionship into romance.
It has literally never been confirmed canon. In the old, no longer canon lore, there were people who suspected something might be going on, but even then it wasn't ever confirmed, just an in universe theory.
They aren't related on universe and there is no reason to suspect they have even met in the lore.
That won't stop people from reading hypothetical quote interactions (which are not by default canon) and pretending like it confirms their ship though.
There are many quotes in game that refer to their relationship, and since Riot has said that in game quotes are what would happen if the champions met in the lore, we can assume that they are in a relationship.

They technically to our knowledge have never met.
When they do meet, the two will eventually become infatuated with one another.
There's a story board for a cinematic of them meeting I could drag up for you if you want.
It's official work from Riot, and although it isn't canon it is an accurate representation of what canon would be when they meet.
Many characters in lore would support their relationship, including, Illaoi, Pantheon and even Lux herself(just, don't take it to far).
