Only 15 project skin?

Each one has a ##/15 so far we only have 9

Unity = Ashe=02 Freedom = Ekko=04 Ambition = Katarina=08 Truth = Yasuo=10 Protection = Leona=11 Harmony = Yi=12 Vengeance = Lucian=13 Power = Zed=14 Challenge = Fiora=15

We still need 01, 03, 05, 06, 07 and 09 meaning only six more project skins. I mean I would love a project skin for every champion but that is really unlikely so 15 sound good.

the others are the numbers for the little bubbles on unity, freedom, and the other one4

They merely have 9 numbers for the 3 new skins(3 quotes for each one)+the 6 existing ones.

The PROJECT theme doesn't fit to every champion. It doesn't just work like: ''Oh hey look, this champion needs another skin. Let's give them a PROJECT skin.''. There are a few more champions that would fit the PROJECT theme nicely, but not everyone.
