old 1350 skins have modified voices, NEARLY ALL THE TIME, these fucking newer ones are "literally" older 975 skins. Get your shit together riot, fucking grow up, you're a 16 billion dollar company

Old 1350 skins mostly had weak animation changes (Scorched Earth Xerath is more firey normal Xerath nothing else, Glacial Malphite is blue Malphite). New 1350 skins have entirely new animations on everything and usually a voice filter and a few new lines.
Your comparison is like me saying Mecha Kha'Zix should be a legendary skin because it has an added line, or how High Noon Jhin should be since it has multiple new lines. After all, Gentleman Cho'Gath is a legendary and it's literally a crap model change and his 22 lines being replaced with gentleman versions.

In it, it says
1350 RP Features: new model, new texture, new splash image, new animations, new visual effects, new sounds. Sometimes includes: processed voice overs. Examples: Blackthorn Morgana, Arcade Son
Therefor, the skins feature all of the feature additions, where as everything else listed is a SOMETIMES
money and the pro scene are their main concerns.. Riot really doesn't seem to care about solo queue
The new program skins come with voice filter,new skill effects and a new recall,what do you want more?
I think Elderwood LB didn't get a VO filter,but she did get a homeguard animation and new sound effects for her skills.
The two program skins do have modified voices if I recall.
Well, why put a ton of effort into a champion's release skin? Why change a whole lot if we wouldn't even get to see the base product. We'll get some awesome skins for him later.
