Because they would need to hire the VAs for every language again just for that single line. And that would cost quite a bit just for one line...

One line? Sure, it takes only one to make a computer put words in the place you designate, but you need more than that to actually have said text to have an effect. Sure, they could've put one line of code saying "press (button) to switch the hood on/off" but it would take a lot more in order for that button to have an effect. Personally, I like how she puts on a hood when away from the "safe" side of the map. Having every cool bit of dynamic animation on a toggle would be boring.
